More missed targets

Why are so many people refusing homes offered to them by the Council? According to the previously mentioned Performance Report, when the Council offers re-housing to its tenants only 38% of them take up the offer, whilst the Council's target is 70%. Why so many rejections? Surely it's not that bad is it?
